At the time New England had been a major target of law enforcement and were getting a lot of heat. But also they had a lot of power in the area still and a decent amount of young guys and asociates coming up. So it definitely wasn’t there priority you are right but also the Luisis wanted to be made so badly they went to philly and paid them and I’m guessing they weren’t the first family he asked.Also your right if the Luisis wanted to do anything illegal they needed backing or to be made and that wasn’t going to happen in New England.
