I have to agree with your assessment on these points as well. Gambino held firm with the no induction rule. Books closed. With Carlo's death, the vote was to finally open the books after nearly twenty years. I'm imagine that the Genovese crew may have been in the forefront of the first guys slipped in as well. They pretty much did as they pleased with others following their lead.

The Colombo's had been under the thumb of Carlo for awhile, so I don't imagine DiBella was gonna rock the boat as you say.
