I think Gambino was dead set against opening the books and with big paul basically being the acting boss around 74 75 till carlo dies they obeyed his wishes. But the genovese family didnt bow down to his wishes and probaly with tony ducks made a handful of guys. We know tom dibella was a Gambino guy so he probaly didnt want to rock the boat and the bonanno were just getting there footing back in 74 with rastelli becoming boss
I have to agree with your assessment on these points as well. Gambino held firm with the no induction rule. Books closed. With Carlo's death, the vote was to finally open the books after nearly twenty years. I'm imagine that the Genovese crew may have been in the forefront of the first guys slipped in as well. They pretty much did as they pleased with others following their lead.
The Colombo's had been under the thumb of Carlo for awhile, so I don't imagine DiBella was gonna rock the boat as you say.
