There's only one Lucchese guy (Gas pipe) that claims he was mad in 74. 2 Genovese guys (fish cafaro and George barone) claimed they were made in 74. We have no other evidence to back up ceremonies of those two families. There is a lot of evidence on the other 3 as to when the books were made open.
This subject has been argued many times. But I can definitely tell you this with 101% complete confidence. I do not know about 1974 (but I guess it is possibly - nobody sent me a memo LOL), but I do know that two people who were very close to me got it by mid 1975. That is a fact because they told me and we went out to celebrate their "promotion" so to speak.
And as the months went on, and into 1976 I was told about several others, and actually congratulated several who I met. And from that point on I saw the extra reverence and courtesy that they suddenly received from people.
