Furio may have worded it differently but he is essentially correct. "BY" February of 1976 law enforcement felt that Brocchini had been "made". He may well have been one of the first 10 of each crew to have been made in 1975, or a few months after that. But LE was reporting that he had his button by the time he got clipped. I think that explains it a bit more in-depth but Furio was correct, Brocchini was alleged to be in that category.
