Ricca was hit with a couple long stretches. The one film one that Nitti ended up killing himself over. Also, another one where he got released for due to some behind the scenes moves. Then Luciano, pulls of the biggest scheme with the U.S. Gov and gets all those years knocked off. Point being, they were both going to serve and did serve plenty of time and didn't rat. But bosses didn't rat back then.
