I think that he killed Bulger,first because he hated rate before arillota flips and testimony against him and second because in Coleman (that is said to be the worst prison in US) killing a rat would give more prestige given that he must stay here for decade becaise was a lifer and still young (50 y old) and be farei is the only way to survive in prison.
