Montana, Lettieri, and Giorgio did great putting that scene together. Bruno did not trust Luca, and Virgil was giving Luca a change. The Tattaglias knew that Luca was extremely loyal to Vito. Him grabbing his cigs instead of a handshake sealed Luca's fate. Watch Bruno's smile as saying I told you so and Sollozzo looking at Bruno and Luca's hand.

They weren't feeling Luca out or giving him a chance in this scene, they had his murder planned from the get go. They knew it was a rouse all along and getting rid of Vito's top enforcer would give Sollozzo a big advantage in his scheme.
