There's a difference between being extorted and wilfully engaging in quid pro quos with mobsters to save money, circumvent union contracts, etc. Trump did the latter.
It seems like he did a corrupt deal like that during the interior demolition of the old Bonwit Teller building where Trump Tower is now. Undocumented Polish immigrants did some of the demolition,(including asbestos) and were paid less than minimum wage.
