I think this article is pretty interesting. Says that DiBella is official boss, but that the Persicos are the most powerful faction and DiBella massively favours them.


He could of been a front and for stability reasons the family was saying he was boss because Carmine was in prison and that family always had a lot of strife , so most likely he was a front because he quietly bounced as soon as Carmine got out there was zero news about it and as we see not many wanted the details to be known.
