You can buy empty bags with labels already on them from China as well as the empty cartridges with the legit boxes. Seems like a lot of work to buy real candy then fill them and resell them. Good for concealment but people want labels with THC content. Maybe they had them - would be nice to see what they seized instead of pictures of everyone they arrested. Fucking pigs.
