In South Africa organized crime is a melting pot, many Europeans, Russians, Indians, Nigerians, Chinese, Zimbabweans etc..recently half a dozen Serbian gangsters were killed they were once linked to Arkan's Tigers.
yes, so can't be more entrenched than nigerian cults in benin city or lagos, being mostly foreign gangs and not even local, nigerian cults in benin city run the whole city and have connections in politics and inside universities, i doubt cape town gangs reach that kind of power
