I didn't say Barger was the National President and I agree the charters operate autonomous. But in the end every charter has officially been recognized by the Americans as a charter of the Hells Angels.

Otto Friedli for a time was San Bernardino Chapter President and the National President. In Canada there have also been several national presidents.
