Manna is 90y old and Frankie Loc is 85 y old and for sure deserve to be released but Manna was the genovese underboss and Lo Cascio the Gambino consigliere. This is IMO) the reason because they are still in prison.
How did these two get so much prison time for conspiracy? There's people who get less time for murder.. .
