Here worse than in Calabria, the Foggia mafia is more brutal than the Ndrangheta (but the clans lack their vertices)
The report of the Anti-Mafia Investigation Directorate of the second half of 2018 compares the 'Fourth Mafia' of Foggia to the Ndrangheta, calling it still more brutal.

"In the Foggia mafia there are forms of emulation of" Ndrangheta- like "behaviors : similar affiliation rituals, division of roles, qualifications and hierarchies defined with the typical jargon of Calabrian crime, as emerged in the" Tenth Action "operation of the 30 November 2018 ". The Anti-Mafia Investigative Directorate says this .

"However, the cruelty with which organized crime continues to manifest itself constitutes, to date, the clear distinction with the 'Ndrangheta, which instead seems to prefer a silent presence on the territory, avoiding sensational actions in general" reads the report in the second half of 2018.

The articulated criminal picture of the province of Foggia was, in the second half of 2018, strongly conditioned by the intensification of the law enforcement activities put in place by the police forces in the aftermath of the serious episodes of blood that occurred in 2017 and the first part of 2018 , with the result that almost all the clans were deprived of their summits because they were arrested.

Nevertheless, the analysis of internal assets confirms that, although the division between the three distinct organizations of the Foggia society , the Gargano Mafia and the Cerignolan underworld , continues, the search for synergies continues in order to overcome the contingent difficulties, particularly where the balances are not still defined (as for the city of Vieste), that is to say they are disjointed by the institutions' preventive and repressive interventions.

In the first place, elements supporting this key can be deduced from the central position assumed by the Foggia mafia through the progressive expansion in the territories of the province and the search for convergences aimed at a monopolistic management of illicit activities (in particular, of the drug trafficking).

The numerous arrests and important seizures of drugs carried out, in the period, throughout the Foggia area attest, in fact, this territory as a fundamental junction in the marijuana market, whether it is sourced from Albania, or whether it comes from substantial local plantations . In both cases we are witnessing an ever greater involvement and integration of Albanian groups in the territory, together with local subjects, in the cultivation of marijuana.

In conclusion, if drug trafficking constitutes the fundamental business underlying the illegal economy of the Foggia mafia groups, extortion and crimes against property are confirmed as sectors of primary interest.

However, it is worth noting the worrying evolutionary profiles that today characterize the recycling activities put in place by the daune criminal organizations, which show ever more considerable levels of specialization and ability to exploit particularly exposed “environmental” contexts (such as companies and companies in economic difficulty ), using, if necessary, colluded professional figures.

The interest of criminality towards the public administration, already emerged during the dissolution of the municipal administrations of Monte Sant'Angelo and of Mattinata, has been confirmed, during the semester, in the numerous interdictive provisions issued by the Prefect of Foggia against companies resulted in some way conditioned by the local associations. It should be noted, in particular, the provision, for connections with the Romito clan, against a company that owns a maritime state concession for the management of a beach establishment. The administrative measure was adopted in implementation of a legality protocol stipulated between the Prefecture and the coastal municipalities, aimed at extending the preliminary anti-mafia assessment to companies that carry out accommodation activities.

As regards relations with other criminal organizations, especially foreign ones, particular attention continues to deserve the phenomenon of illegal hiring in the region, as well as for the aspects of illegality that involve the agricultural supply chain, also for the profiles of public order and security: the already mentioned massacres of the road of 4 and 6 August 2018, in which 16 young African laborers lost their lives, are a tragic example.

The problem is fueled by the local economy which does not hesitate to exploit low-cost clandestine labor, which requires a reflection on the need to restore an ethical work supply chain.
