My guess would be the cartels. But we will get some answers soon enough. They caught this one, but have bigger shipments made it through without a trace? That’s the real question.
the cartels don't send a so massive quantity of drugs if somebody didn't buy it, if it was for european market it would be distributed to multiple groups when arrived there, the same that bought it, there is no way there is a single group capable to buy 16 tons of cocaine in one run
