I can only speak for RI. But the chapter in Providence has always been thin. And they've been stuck in their ways as far as inducting new members. I've been told the chapter members are older in age and Joe is trying to get new younger blood to match what the Pagans are doing in RI. They're gaining ground in the northern part of the state into MA.

Yes they have set up shop here. I mention the Pagans because if you look at what happened last summer, the New Jersey chapter wanted to expand into RI. And they did by setting up the drug network. And that led to the big bust over the summer in Woonsocket . And I asked friends in the know and there wasn't a whiff of any 81 activity on wiretap. Which they thought was strange. But TBH I haven't heard much on the Outlaws.
