Yes, there is. A "right" means just that. It is inalienable. What if someone doesn't have their ID? They lose their right? Because they don't have a card with their picture and name on it? Who checks the IDs? What if they have a political agenda of their own, and decide to reject IDs even though there's nothing wrong with them, because they're in a district where most people are registered to the opposition party of theirs?

You don't need a card to exercise a right. A right is a right, period.

You really need to take a government refresher course, or maybe actually read the constitution for once, other than just the 2nd amendment, and you probably don't even know or understand the text to that.

And to answer your question, yes, if someone doesn't have their government issued ID, then yes, they cannot vote. Go home and get it. It's really that simple. You're spouting conspiracy theories and it's not very becoming of you. More than likely the voter drove himself/herself to vote so they should already have the ID on them when they rolled up to vote.
