It's mind boggling how this cop wasn't convicted. Of course, the city will lose a civil suit and your average tax payer will be the one footing the bill for this psychopath to stay in society. If the money from the civil rulings that ALWAYS follow these cases came from the police unions and not from Jon Doe Taxpayer I guarantee you would see a sharp decrease in police brutality. The problem is, they know they will not face consequences when they hurt people. Paid administrative leave, AKA a vacation, maybe. Worst case they get fired from one department and rehired at another immediately.
