that sicilian mafia is weaker than the past, particularly 1980s when it was at its peak, it is not a new thing, it was discussed tons of time so far anyway the vast majority of shopkeppers still pay the protection, only a few denounces it and only if highly pressed by police usually (there is a new italian law that punish who pay the protection); also who denounces is often put under police protection, so the threat is till big rubino and his gang were not even mafia members, they were a group of young criminals who terrorized migrant shoopkeepers, but according to police they were not members of mafia, and ballarò is only 1% of palermo
