It's nothing unique since other street gangs, biker gangs, prison gangs, and other crime groups engaged in it as well. So yes another gang.
So your saying that all gangs engage in acts to the
degree MS-13 performs such as under age prostitution, use machete and prey on innocent victims by mutilating them. I have heard such acts on individual cases therefore I agree are not new; but not on systemic basis such as MS-13 is engaged in. This is why I disagree.
