So to make the argument that Buffalo is active is to make the argument that they don't have any illicit money-makers worth investigating, any capable structure worth investigating, any crews worth investigating. In all, for the FBI to completely ignore them, they would have to be weaker than a street gang (because the FBI regularly busts street gangs with racketeering indictments).
