Buffalo Police Department have a Nacro and Homicide Squad. Both Units typical don't build OC case's.
They also have Special Units:
Housing Unit
Strike Force (dissolve 2018 )

The focus obviously is not in the combat / research / analysis of OC structures.

General BPD have his own problems.
