No he is supposed to stay active in BOTH shows.
FWIW I read that in the comics Negan is alive at this point also but article I read said that Andrea is with Rick and not Mochonne. Also Carl is still alive (big mistake killing off IMO.)
Yes Rick even married Andrea until she just died not too many issues ago. Carl lives at the Hilltop and helps run things there with Maggie. There is no "ill will" towards Rick from Maggie in the comic and she doesn't make a play at Rick. Michonne just found out one of her daughters was still alive and found her. Negan is indeed still alive, but now he roams on his own as Rick decided to let him out for good.
