You said yourself police purposely don't arrest people, in order to keep crime rates down, so that they can earn grants.

All 50 states have tools for officers to use immediate judgement to decide whether to detain a mentally ill person who poses a threat to society. Any cop that just walks away from an unstable person acting in a threatening manner has failed to do their job. Period.
