You're sample sizing certain departments, not addressing the norm. There are several law enforcement agencies where people retire after 20 years of overall service, desk or field. That is ridiculous. They're starting second careers and double dipping into two pensions when they hit normal retirement age. This is taxpayer abuse, nothing more. It's a racket. A lot of cops go into it for the sweet 20 year plan. This is probably why those chumps in Florida didn't bother going in to stop Cruz. They were probably 3 years away from the Bahamas...and they're probably in their early 40s.
