I don't think it is as set in stone as that. For example, Vincent Cafaro testified that a capo could demand ten percent of the profits made by his soldiers on a score. He also said that he shared the profits of the Harlem numbers business 50/50 with Fat Tony. With unions it gets even more complicated.

Then you have Franzese saying 20% off the top of the gas tax scam profits goes directly to the Colombo family. The way Franzese tells it, when he was a soldier, he was personally giving Persico two million a week.

Yeah it's not quite set in stone like that but just as a rule of thumb the soldiers generally kick up 20% - 10% goes to the Boss and 10% to the capo.
