When amuso takes over the family in dec 86 he names neil the official underboss till he gets locked up in 1988. Then casso becomes underboss. Also makes since when neil gets free on appeal in 1992 and amuso locked up casso would order a hit on him so he doesnt take over as underboss again with casso on the run hiding in new jersey.
