Santoro was tied up in the commission case with Ducks. He can't take over the family because only two things were going to happen at the conclusion of the commission case - A' Him and Ducks beat the case and Ducks stays on as Boss, or B' Santoro and Ducks get convicted and have to serve a life sentence. There is no opportunity for Santoro to take over the family.

Agreed, it's fucking crazy to chase the guy all the way to LA.
My theory....and it's only a theory....is Casso chased the guy down so he looks like the fucking terminator and it will make the Bronx crews think twice about rebelling against the Amuso/Casso administration.
