You see, Alex was the individual who under different alias, "Mike Ryan" i think it was, personally delievered the cash for the bosses to senators and God knows where else, regarding their early release after the Hollywood extortion case. This is the main reason for which I personally believe that Alex was very liked by the top administration. But obviously they always watched him closely, like for example in that previous convo in which the unknown individual tells Humphreys that they previously and personally talked to doctors regarding Alexs mental state without his knowledge which answers my previous statement
