They were trying to to make the body disappear, not send a message. They clearly didn't want the body to be seen.
As far as mob murders being almost banned, that's clearly not the case. The lucchese bust included the Meldish murder and attempted murder of a government witness. Grande killed DiPietro and one guy was shot in a disputed between the members of the lucchese and bonanno family. You can't sustain a criminal enterprise if you're not willing to kill at some point.
