I think it is illegal to sell to a minor, but it's probably not as enforced as claiming money for a winning ticket if you're a minor. The state wants to keep as much money as it can, so when there's a large payout, it verifies everything...including by looking at the tapes of the sale. Does this mean the seller will get in trouble? Maybe. I don't know. I'm sure if the seller repeatedly violates the law by selling to minors the vendor can lose the right to sell tickets.
