My opinion. Theres no way carmine or little allie let the brother start a 5 yr bid with out fully inducting him into the family if the russos havnt done it already. Out respect for him and his family so no one can push him around in the prison system. Fat tony salerno inducted i believe jimmy nap in the 1970s because he was about to start a bid for a huge numbers operation and fat tony said something like no way any one pushes you around in there now.
