I would consider Cartel operatives if they hired locals to due such a gruesome task. The head was found on a loop street , one way in & out, which mean someone had to see a vehicle pull up to that residdnts ( depending on time of course). So far i think the incident happened on Green Ave where the body was found. All that area i think is a predominantly Black neighborhood.
And I'm not saying it was a cartel that did the killing, just that it's a possibility not to be ruled out yet.
