Its an old question. The chin was the vito genovese protegè (the chin tried to kill the costello because don vito ordered him to do so) so the chin was made once get out of prison.
Until the 1960s there was the rule that you must be sicilian and full blooded italian (even Greg scarpa had problems to get made for this) but the rule ( that had more ex exceptions) was broken so if you are a good earner and/or a stone cold killer for sure you'll made.
