Correct me if I am wrong, but didn't Renaldi Ruggiero say that the Genovese family only ask members in a certain area of what they think of the guy, and if not a bad thing is said about him in their own family, they then ask the Capos of other families in the area of what they think of the guy. For example Bronx members of their family and Capos from other families in the Bronx would know a guy is being proposed for membership or is made, but guys in Brooklyn would not know about unless they were direct with their bosses or friends with the other families Capos, also they use nicknames so there could be four guys with that nickname in the area and would be hard to pin down who was made, unless someone from that area flips.
