Individual townships and cities have to hold these cops accountable for their actions though. Can't leave it up to fellow cops to speak out/report bad cops.

Some professions have rules that if broken can lead to person losing license, certification, etc. Cops seem to be able to get away with murder....literally and figuratively. Fact that administrations across the country don't put measures in place to root out and remove bad cops is why these types of events will continue to happen.
