Because obviously letting them in by the tens of thousands isn't working.
How could you determine that turning them away would work?

Getting our troops out of any country that isn't a military threat to our homeland. To stop agitating an entire region of the planet for our own business interests.
I also agree with getting our troops out of any other country, along with any missionary, foreign aid, or charity work. Let them go to war and kill each other and let the chips fall where they may. That's always been my opinion.
