Well he could bring the rust belt to life. Take steel production for instance. You just have to put a large enough tariff on steel imports so that it becomes economic to open up (well, rebuild) those old steel mills and start them producing again.

Of course the US price of cars, buildings, machinery, appliances and pretty well anything else that uses steel would go through the roof, so other consumers would take an immense hit in order to transport Pennsylvania back to the 1950's. Of course, that would destroy other large parts of the US economy in the process.
