He first came to national attention during the Kefauver Hearings in the early 1950s, in which he represented a number of underworld figures. He became one of the main players in the Outfit's takeover of Las Vegas and from 1962 Shenker represented Jimmy Hoffa, and in 1966 became Hoffa's chief counsel


Union leader and extortionist Anthony Baldino killed by the Outfit in 1952. He was an official of the Independent Chicago Truck Drivers union. He was found in an automobile shot in his head from a shotgun.
