@Ivy: My point was that LE has a finite resource base and IMO this was a poor allocation given the options. Gambling, minor violence (assault), cigs and small fraud over multi year and multi million investigation vs those resources directed against a cartel for example would've, IMO yielded significantly more valuable results to society.
