I don't think Rizzuto planned on committing anymore murders in the U.S. as that is what cost him pretty much every male in his family except Leonardo.

This does seem weird that Merlino was the ONLY guy from Philly indicted. Either he was stupid and was caught slacking by meeting the underlings or the Feds are just on a witch hunt. We should see soon enough once the trial starts.
