Russia can't hack Hillary's servers since they're disconnected and in the custody of the Justice Department, so he's either calling on them to release what they already have or his being sarcastic and trying to mock the media. Guess we'll have to wait for the follow up to see if it was one of those two possibility or if he was encouraging Russia to commit espionage.

On the other hand, Julian Assange says he's going to release a lot more material, and if there are unredacted emails from Hillary's servers it will prove beyond a doubt that she was hacked and absolutely did violate the Espionage Act.
