" Dirt Brokers". I guess it's more of a grey area than trash or recycling, the removing of debris and large quantities of soil, and disposal of hazardous materials.
I don't think it's dumping actual chemical waste. That's easy to get caught and the penalties are severe. It's more like taking contaminated dirt (contaminated years ago) from one construction site (sometimes unknowingly) and using it as fill dirt on another. Because if the dirt is not reeking of chemicals, how does anyone know what's in it?
