Glasgow, Liverpool, Dublin...are the cities to look at for white youth gangs. They're mostly involved in retarded "postcode wars". It would be hilarious if it weren't so tragic.
When they get older they start selling drugs for the bigger "crime firms" in their respective cities.
Are any of them well known ? Also do you have any info about their turf/hangouts and such ?
