I agree. However, it's worth much more to cripple an entire organization than sending just one guy to jail for life. Massino was the key to bring down the Bonanno organization and put many guys in jail and provide valuable insight. In order to achieve this they had to make a deal with him. Massino delivered and the feds kept their end of the bargain.
