Rumor was he had him reporting in w the revere faction which meant he was under Spucky. I'm not so sure he put him there because he didn't want to show him favoritism -more than likely it was their way of keeping eyes and ears in that circle...Anthony himself is Eastie so sticking him w Rosetti(at the time) didn't make sense-Carmen has his fingers all over the medford crew.........move makes sense when you look at it that way.
