You won't ever find out the richest nor most powerful black racketeer due to location and scale of operation. Most local drug task force don't list the DTOs that are major operators in the area until an operation with the exception of identifiable groups ( prison gangs, street gangs, etc). I would think that the major scale operations cover a few or more states. The largest metro areas of states will have significant operators but even small towns as well such as Super Dave from Prentiss.
