Sigh.

Demand they turn over a Meixcan citizen convicted of crimes in Mexico to the US?

Lets flip that round Ivy:
Imagine Mexico demanding the US turn over an American citizen convicted of crimes in America to Mexico?

Thats what I thought.

The sad thing is the US DID demand Mexican Authorities to turn him over. Also, the US has at least one Mexican Cartel leader in the SuperMax in Colorado.

One problem with turning Guzman over to the US Government is that he knows too much about the Sinaloa Cartel's connections with high-level officials in the Mexican Government. This would undermine the Mexican President's claim of stamping out corruption.

The strategy of the Mexican Government to curb violence is to collaborate with the largest cartel in order to take down the smaller cartels.
Guzman and Garcia have been ratting out rival cartel narco routes and stash houses for a few years now.

Currently the Mexican Government is headhunting the Jerisco New Generation cartel.
