But you see, that's part of the game. The officer is never sued. His hometown never pays a nickel. The money is divested from the community he is beating up with nightsticks and toilet plungers, thus impoverishing an area already beset with inferior services due to supposed lower tax revenues.

This has nothing to do with Giuliani as mayor.. every mayoral administration is beset with civil lawsuits. Political enemies would certainly tried to associate the two by innuendo or otherwise.
