Yes, the Genovese family was active in the Garment Center. I've never read of a single West Side captain having the responsibility over that industry but Matty Ianniello had interests there. The Genovese also had 1/3 control of the Greater Blouse, Shirt, and Undergarment Association along with the Gambinos and Colombos also having 1/3 each.

The Garment Center is an example of where, while there may have been a dominant family in the industry, others were also involved. The same could be said about the Javits Center, JFK Airport, etc.
